How Houtei Raoyui (河底撈魚) works
Houtei Raoyui is winning by ron on the very last discard of the hand — the discard made after the final drawable tile is taken.
When the wall is exhausted, the last player's final discard is the houtei tile; winning off it grants this yaku. It is the ron counterpart to haitei (winning on the last self-drawn tile). It is a situational yaku that can attach to any otherwise-valid hand and even serve as the sole yaku.
