How All Chows (平和) works
A hand of four chows (runs of three consecutive tiles) plus a pair, with no pungs, kongs, or honor tiles.
All four sets must be sequences and no triplet or kong appears. Under MCR the only restriction on the pair is that it cannot be a value honor — a dragon or the seat/prevalent wind; a pair of suited tiles (including terminals) or a non-scoring guest wind is fine. It represents the smooth, sequence-only hand and is incompatible with any pung-based award.
