How Dragon Seven Pairs (龙七对) works

A Seven Pairs hand in which one of the pairs is upgraded to four identical tiles, forming a kong-like quadruple among the seven pairs.

Dragon Seven Pairs builds on the standard Seven Pairs structure of seven distinct pairs, but with one tile appearing four times, treated as a double pair (the 'dragon'). It is strictly stronger than plain Seven Pairs because of that quadruplet. The hand still uses only number suits and must stay void in one suit, so all seven pairs are drawn from just two suits.

How is this different from ordinary Seven Pairs?

One pair is replaced by four identical tiles, which counts as a doubled pair and upgrades the hand beyond plain Seven Pairs.

Can I declare the four identical tiles as a kong?

No. For this pattern the quadruplet stays in hand as part of the pairs; declaring it as a kong would break the Seven Pairs shape.
