How Outside Hand (全帶幺) works
A hand in which every set and the pair contains a terminal (1 or 9) or an honor tile.
Each of the four sets and the pair must include at least one terminal or honor; chows therefore must be 123 or 789, and pungs/pairs must be of terminals or honors. The pattern requires terminal/honor presence in every group, which interacts with stronger terminal-and-honor fan that would supersede it when all sets are pure terminals or honors.
