Winning by claiming the very last discard of the round to complete the hand.
The winning tile is the final discard available after the wall is exhausted, taken from an opponent rather than self-drawn. It is the discard counterpart to winning on the last tile drawn from the wall. The fan rewards completing the hand at the latest possible moment off another player's tile.
